>> Project Management Assistance
Stratfield Mortimer Parish Council is seeking assistance to help design and specify works, liaise with stakeholders, draw up contracts and then procure and supervise various works.
The Parish Council will be undertaking a number of medium and small sized projects over the next several years and is seeking professional assistance to deliver those schemes and to be in compliance with its Financial Regulations (the relevant sections are 10, 11 and 12). It is assumed that such assistance will be procured via a call off schedule of hourly rates for Quantity Surveying, Engineering, Project Management, and other relevant expertise.
The likely works budget is in the region of £400,000 (initially from CIL receipts) over the next 3-5 years and it is probable that there will be about six medium sized schemes with values between £20,000 and £150,000. There will also be a number of small pieces of work we would want help with, ranging in value £2,000 up to £20,000. It should be emphasised that these figures are open to considerable change as budgets have to be agreed and public consultation carried out before the projects can go ahead.
Three examples of projects that have been agreed for progress are enclosed at Annex 1.
The Parish Council does not have an in house professional to do this and has had unfortunate experiences of using external project managers for individual projects. As such, we are seeking a longer-term relationship that will be characterised by mutual trust.
As a first stage in appointing such a partner, the Parish Council would be interested in hearing from you as to how you believe such a partnership could be set up and managed in the longer term to ensure the degree of transparency that would bring with it the trust that is so vital to a successful outcome for all concerned.
If you would be interested in entering into such an arrangement could you please provide:
· An outline of how you consider such a partnership can be made to work.
· Any materials demonstrating your understanding of the brief. In particular, any experience of working at this scale of operations.
· Outline proposed terms and conditions.
· Any other particulars, or proposals, which you think may assist the Parish Council.
· An indication whether you would be willing to take part in a video conferencing call with a small group of councillors to discuss your outline proposals.
